What is /etc/gnome/config-override/session?

And why does GNOME try to open it about 1000 times each time a GNOME
application begins?!

I have been having a REAL problem with GNOME apps taking 10 seconds or so
to open, so I ran an strace on gnome-session and gnome-terminal, and I
found that both programs attempt to open this file and
./gnome/config-override/session many, many times. Also, both
applications read and write short strings of about 32 bytes many
times. What causes this? And, more importantly, can I stop it, or is it
an integral part of GNOME? It's causing apps to open slowly, and it's
quite annoying.

For weeks I've been coping with GNOME apps that take 5-10 seconds to
open. Please help!!!

- thanks, Bill
