It depends.

The menu actions use the same code.  Double-clicking does not use the
same code.  And loading of the file lists for the panels and the
desktop definitely does not use the same code.

At this point it would be very hard to make them use the same code for
everything.  Mind you, making them use the same code for the menu
actions was a major PITA.
