A window manager doesn't have to let its windows be reparented. It
might be that wmaker will allow reparenting of regular apps but not
dock apps. Several months ago you used to get the exact same behavior
when trying to swallow _any_ app, before they did the GNOME
compliance. I think you'll need to bring this up on the wmaker list.
