Then maybe you've found a new bug.
Could you see why SHELL is not AC_SUBST'd by your autoconf?

Is it possible you have a different autoconf installed but not with
rpm?  Try `autoconf --version'.

Or maybe you didn't re-run autoconf on the project?
Try `head configure' and see what version it says.
