 This looks exactly like what I do to submit bugs except for one line:

  I use "To: submit@bugs.gnome.org".  If the mail handler needs that, it
should probably be fixed to scan for ".*submit@bugs.gnome.org" in the To:
header. (assuming this doesn't break 5 other things, which is quite
possible)
