Compiling & gtk-doc problems

I'm having problems trying to compile 'gnome-libs-1.0.3' (tarball).
Initially it failed because it couldn't find 'gtkdoc-mkhtml' so after
seeing the messages here I just cvs'd 'gtk-doc' (I already had docbook,
jade installed vefore to get db2html). gkt-doc installed fine but now
I get the following error:

Kind of at a loss here as I don't understand whats going on, the tarball
already has an html directory full of files anyway, don't understand why its
trying to remake them.
I can remove 'devel-docs' from 'SUBDIRS' and it then builds fine :-) but
I'd like to try and figure out whats going on and fix/setup it up right here.
As it is right now it fails with or without gtk-doc/docbook/jade installed.
