gnome-guile configure

As there is not a version of gnome-guile on the ftp site, I got a CVS
version.  

How am I supposed to make a configure file from a configure.in?  

I used autoconf and it generated a configure file, but that configure
file failed to work.  I got the following error:
./configure: syntax error near unexpected token
`AM_CONFIG_HEADER(config.h)'
./configure: ./configure: line 521: `AM_CONFIG_HEADER(config.h)'
