[BUG] themeswitching and panel

When switching themes, the panel does not change its background color
until you either restart the panel or drag it to another position.

Try for example to switch between the deafult theme and tigert's
ForestGreen theme.

And if you try to switch between from tigert's Cheese theme to the
default theme, you will see that the hidebuttons keep the cheese while
the rest of the panel will change to the default look.
