MDI question

is it possible to have a top level window which looks something like

it would also be very neice to have both elements paned, so that i can 
adjust the size of the ctree widget on the left side and the MDI
widget.

If this is possible, some hints about the hierachy (maybe some
pseudocode) would be nice.
