Multiple panels on startup

The multiple panels opening on session restart thing is still happening.

Some more info on the problem though.  When the panel gets restarted, the
second panel is opened with panel --activate-goad-id ...  If you kill this
panel and launch another applet, a new panel is started again.  It really
seems like applets are getting launched before the panel registers itself
with the name server.  Can anyone confirm that this is the problem?
