gnome-libs: no stropts.h?



I've been trying to compile GNOME for several weeks now, and I always
get this error:

I'm running a Red Hat 5.2 system, 2.2.1 Linux kernel,
binutils-2.9.1.0.15, egcs-1.0.3a, glibc-2.0.108, automake-1.4,
autoconf-2.13, libtool 1.2d.

I've looked at the header file it's talking about, and I think I've
traced the error back to a test for grantpt on my system.  I don't
know what grantpt is, but configure seems to think I have it, when I
apparently don't.
