I didn't see the original thread, but it occurs to me that GNOME could
just try the shutdown/reboot command, and _then_ if it fails due to lack
of permissions, bring up the "ask for password" dialog box.  Then, just
suid root the shutdown/reboot commands, so anyone can run them.  On most
systems, it'll still ask for the password, but on systems configured
with the command suid root, it'll let anyone do it.
