There's a driver in the later kernels for RC Systems' DoubleTalk PC speech
synthesizer card. Not sure what the device file would be (non-obvious in
the kernel sources), but it amounts to /dev/speech. `echo something >
/dev/speech` would do just that. gspeech or its decendent should be able
to use such a thing if it exists.
Of course, the DoubleTalk card is $300...
