Help with gnome-libs

I am trying to compile gnome-libs-1.0.11 on slackware 3.4.

After MUCH work, it configures and starts to compile.  It stops 
compiling and errors out with the following:

In file included from libgnomeP.h:28,
                 from gnome-config.c:49:
../libgnome/gnome-i18nP.h:17: libintl.h: No such file or directory
make[2]: *** [gnome-config.lo] Error 1

I have searched my entire system and found no occurance of libintl.h.
It *looks* like it should be in gnome-libs-1.0.11/intl.

Where does this file come from?
