It's the GNOME PPP dialer.  It makes it very convenient for you to dial up
ppp connections.  It also manages multiple connection profiles if you dial
into multiple locations.

If you have used Windows (and who hasn't been forced to), it is similar in
purpose to "Dial-Up Networking".
