Three places to get it: 

  * ftp://ftp.redhat.com/pub/starbuck (slow and overloaded)

  * A Red Hat Mirror that includes it.  I've had good luck with:

  * Buy the CD from CheapBytes, $1.99 plus shipping:

Warning, RedHat 5.9 is officially considered Beta, so there might be some
bugs.  I've had very good luck with it, however.
