uploading stuff

I have a bunch of Alpha gnome 0.28 rpms that i want to upload. So I go to
ftp/gnome.org and go to pub/incoming . I then try to upload the stuff and I get
access denied. What do I do? Should I put them in incoming.redhat.com?
