I've actually implemented most of it in capplet form already.  We are
using xscreensaver to do our actual screensaving, and it seems to do
everything we want it do.  The most recent screenshot (in case anyone
wants to see it) is at
<http://www.labs.redhat.com/~jrb/control-center4.gif>.  I will finish
it up early next week, and let everyone play with it. (:
