Read ESR's papers. 

One could question if this is true though when GNOME is a 
collection of several different programs and therefore they 
will all have their particular leaders. I think whatever 
people contribute code to will be accepted under the GNOME 
umbrella anyway so the need for a 'benevolent dictator' 
decreases (compared to the Linux kernel for example).
