apps started from panel have /etc as $CWD

Hi all.

Applications which I start via panel launcher buttons start up with their
current working directory set to /etc ... this is a pain,  eg. with emacs,
where everytime I go to find a file in ~,  I've got to first navigate to ~
from /etc ... any clues?
