Window raising.

I've discovered that not all window-managers(1) are able to raise a window
when I issue the gdk_window_raise() function. Is there a portable way to check
the wm's abitlity to do such things?

(1) I've only checked with two wm's, E raises the window, but amiwm doesn't.
