libgtop compilation problem

I get this in libgtop/support (cvs update @ Sun Nov 8 08:17:39 UTC
1998).  I installed CVS popt, at the time of the announcement that
v1.2.1 was required, with --prefix=/usr.  Any ideas?  Perhaps given
that the correct version of popt is now included in gnome-libs, I
should try removing the system popt?

In this staging area only the following modules are installed; glib,
gtk+, esound, libIDL, gnome-libs, imlib, ORBit.
