popt : rpm.mo gets installed erroneously

I found it under root dir. Variable substitution dosen't seem to be done
correctly. Compiled with '--prefix=/usr/local/gnome'. Following is a part
of install.log: 

    /usr/bin/install -c -m 755 -d //$l; \
    /usr/bin/install -c -m 755 -d //$l/LC_MESSAGES; \
    /usr/bin/install -c -m 644 $n //$l/LC_MESSAGES/rpm.mo; \
