if the icons weren't always on top, then they shouldn't ever need to be
transparent windows, should they? one possibility is to merge the icon 
with the section of the root window needed for the "transparent" part of
the icon, making that the backing of the icon's window, therefore letting
the server handle redraws. desktop icons would then have no effect on
moving windows, and should be completely unnoticable.
