Well, sure. What it doesn't support is the ability to determine which
desktops something appears on: it's either all or one.
If a window is sticky, it's sticky to the screen: changing desktop, or
moving within a virtual desktop (even by less than a screen: try right
mouse dragging within the pager (with default bindings)) leaves sticky
windows unchanged.
Windows can be dragged only within a virtual desktop (assuming you
mean dragging in the ordinary sense, and moving the window off the
edge of the screen), since desktops aren't navigationally reachable:
the pager shows the next desktop to the right of the current one, but
that's just a representational issue.
You can, however, drag a window from its little representation of the
pager and put it wherever you like, regardless of which desktop it was
in.
