MICO configure

Is there supposed to be a configure script in mico? I downloaded mico
2.0.5 from ftp.gnome.org and that package doesn't appear to have one. I
also checked CVS (web-version) -- same thing. INSTALL claims there is
one. However, a Makefile does exist. Unfortunately, make fails right
off the bat, when it can't find the MakeVars directory.
So, hmmmmm...
