Restoring properties on startup

Currently the desktop properties are not restored on startup. Are there
any current plans to address this?

I see two options. One is to call the properties programs with a switch
at startup that would indicate they should set their properties and
exit. The other is to handle this in a separate program. The former
approach is nice in that everything is self contained, but the later is
nice because it reduces the number of programs that must be executed
when Gnome is started. Any opinions on how this should be handled?
