panel cleanup

I'm right now trying to clean up the panel source WRT external applet,
(and other things that need cleaning) ... so the source is quickly changing
.. I probably won't commit tonite, and maybe not even tommorrow ...

I think I have caught all of those weird situations for the ior's being
"Extern" ... seems I have missed these, but since I ignored exceptions
from mico, (for different reasons) ... mico just complained about those
calls, but I ignored it, thus making the whole thing work (though in a
broken way)

BTW: I still can't get ORBit to work(even with the glibc kludge), so I
compiled it with mico ... it will take me a while to get through all these
cleanup issues though ...
