more thoughts on GNOME documentation

I spent a bit of time trying to figure out how we should strucutre
documentation for GNOME so that we can print out a nice book which
would document the user interface, the APIs, the individual programs
and so forth.

I finally thought that we don't yet have enough documentation to allow
for such a top-down decision of how the set of books should look.

At this point I would suggest that we take a grass roots approach and
encourage everyone to write documentation for their programs and
libraries in the directory of that program, possibly using DocBook [I
will spend as much time as necessary to get people going with that].

When we have enough of a body of documentation we can create a DocBook
<set> which pulls them all together, and at that time we can also see
if a GNOME documentation style emerges.

The DocBook tutorial I have written will soon be freed of
Cygnus-specific stuff, at which point I will distribute it to all you
GNOMErs.
