If you're talking about a set of gimp-0.99.17 rpms, they're already on
ftp.redhat.com in the normal contrib and the hurricane section.  The gtk+
rpm's are at ftp://ftp.newcentury.net/pub/redhat/{4.2,5.0}

This is because it seems that redhat's ftp site won't work around the old
YYMMDD versions that are in it's database, so newer versions of gtk+
aren't getting in there.  :(
