On my RH 5.2 system:

> locate xpm.h
/usr/X11R6/include/X11/xpm.h

> rpm -qf '/usr/X11R6/include/X11/xpm.h'
xpm-devel-3.4j-3

> rpm -qa | grep xpm
xpm-3.4j-3
xpm-devel-3.4j-3

Have you installed these two packages?  If not, install them.
