Problems with tear off menus

I noticed a problem with the tear off menus.  Basically, if you tear off a
menu, and then choose the menu option, the torn menu reattaches.  This is
bad behavior IMHO.  Another attached menu should just appear.  Also, when
this relocation occurs, the tear indicator is actually the reattach or
whatever the <------- thing is called instead of the tear off indicator.
Also, if the above behavior is changed, it should be permissible to have
multiple copies of a torn menu on the screen.  What if they are on
different desktops or screen areas, makes sense to have this :)
