autogen.sh/configure doesn't generate po/Makefile

Hi!

I'm trying to compile GNOME. But autogen.sh or configure doesn't generate a
Makefile in the po subdirectory. This happens with gnome-core, gnome-libs,
libgtop and even more packages. autogen.sh only generates a Makefile.in.in and
a Makefile.in. My machine is a SuSE 5.3-Linux distribution.

automake ver. 1.3
autoconf ver. 2.12
make ver. 3.76.1
