if the panel background is set to "standard" (which is the default)
it will change with the theme ... if you've set it to some background,
you have to go set it to standard first

I've seen this ... sometimes some widgets change some don't ... I've only
seen this in the pixmap theme though ... and I didn't have the patience
to look for what's actually happening
