Not yet, or at least not quite. Most of the parts of such an environment
are available, but someone needs to tie them together and polish them up.

For example, the Python Gnome and Gtk+ bindings provide an easy-to-use
scripting language for writing applications. Glade provides a good UI
builder.

If someone were to tie the two together, do some debugging, and write a
manual, you'd have a very credible development environment. For database
support, you could mix in the gnome-db code.
