A Proposal for Metadata

I was gone for two weeks, and when I came back my Gnome mailbox had
exploded.  I'm still not caught up.  However, I did spend the last two
days reading the metadata threads.  Whee!

Anyway, I've written up my thoughts on what the metadata API should
look like and how metadata ought to be implemented.  I've put it on
the web:

Please send any comments or suggestions back to the list.  I'm
determined that this thread live forever.

I don't claim to be the authoritative source or anything like that.  I
just wrote down what I see as requirements for a metadata
implementation, what I think we should do, and, perhaps more
importantly, what I think we should not do.
