I think this list (no@li.org) is a good fit.  Some of us actively work
on translating GNU packages, and some more of us comment on and
proofread po-files sent to the list before they are sent to the
maintainer.  I would imagine that xxx@li.org is a good place for most
languages.

Of course, normally, Norwegian is used on this list :-)
