fixed giflib for use with imlib

When compiling imlib, I noticed that giflib was somewhat broken
(It created things that looked like shared libraries on linux but
really weren't -- and no shared libraries on other platforms.)

If anyone is interested, I've created the scripts to integrate libtool,
automake, and autoconf into the giflib build process, which should allow
successful compilation of shared libraries on a range of platforms.

RPMS are available under the ftp://prtr-13.ucsc.edu/pub/redhat tree
until redhat moves my submissions into their contrib area;
a tar file with the scripts (just untar over a libgif-3.0 tree) is
at ftp://prtr-13.ucsc.edu/pub/giflib along with a few other minor
patches.
