gnome_program_locate_file and absolute paths

Picking an absolute path for an icon doesn't work. I suspect launchers
have the same bug?

Should gnome_program_locate_file() just strdup an absolute path and
hand it back, or should apps be special-casing absolute paths?

I think it should be fixed on the libgnome level.
