get_type() thingies in gconf

Hi,

I have a patch from Johan to add the enum get_type functions to gconf 
for his Python bindings. They can certainly be kept in the bindings
for now, to avoid adding API. But maybe it's better to just stick them
in gconf, since none of the core desktop will add a dependency on
these functions it shouldn't slow anyone down.

Let me know what to do, I'm happy to go either way.
