GNOME_DEBUG_CHECK

I think that GNOME_DEBUG_CHECK should be invoked in libgnomeui/configure.in
the same way it is in libgnome/configure.in. Without it, all the
GNOME_ENABLE_DEBUG code in libgnomeui is always turned off, right?

May I add it?
