New string in pessulus

Hi,

The strings in the .desktop file of pessulus were not marked as
translatable. Because of this, the pessulus menu entry is always in
english.

I fixed this in CVS. Luckily enough, one of the two strings is already
translated somewhere else, so it only adds a new string (which is the
comment): "Configure the lockdown policy"
