I think but am not 100% sure, that people need to update to a recent
intltool in order to fix this, but then appear problems with the modules
which are still using the old ALL_LINGUAS instead of po/LINGUAS. For
example, I can't compile gnome-session:

make[2]: *** No rule to make target ` ALL_LINGUAS@.gmo', needed by
`all-yes'.  Stop.
