I think this is a technical challenge; how to add a variable-length list
of words to a PO file.
For example, for the Greek language there are 24 letters, other
alphabets have different sets of letters.

A hack to do this?

msgstr "ÎÎÎÎÎÎÎÎÎÎÎ......"

msgid "MilAlphabet_1"
msgid "ÎÎÎÎ"

msgid "MilAlphabet_2"
msgid "ÎÎÎÎ"

msgid "MilAlphabet_3"
msgid "ÎÎÎÎÎ"

msgid "MilAlphabet_4"
msgid "ÎÎÎÎÎ"

.....

There will be MilAlphabet_x, x up to around 50, if that captures to
biggest alphabet. How is the military alphabet with CJK or Indic
scripts;

The program would easily associate letters to their representation in
the local language.
