Pango/GTK do this for sure.  It would be highly irregular to have to code support for this yourself unless your attempting something that's not yet covered by the standard libs.

It does to a big extent. I've tried with Arabic locale on my system,
and only the toolbar wasn't switched-over, everything else was (in
Gedit, including tabs, menus, buttons, etc.).
