No. The problem is not that the .po file is locale-encoded.
It's already in UTF-8, as I used the same method as what was done
to other modules' translation.
Rather, it appears to be a bug in system-tools-backends
gettext initialization code, which is already fixed in CVS head, by
Carlos Garnacho Parro.
