Better i18n/gdm2 interaction

There are a few gdm2 bugs that seem to relate to i18n that I'm unsure how to
fix and was wondering if someone could provide some hints or otherwise help
out.

54667 -  Fine grained locale selection.  Users should have the ability to
         select different locale things (monetary/dates/etc).  Not sure how
         this would work from a usability perspective.

55635  - Should use intltool for glade files.  Not sure how to do this.

117889 - gdm2 should use its own localization stuff rather than depend
         on libgnome.
