Not likely.
The messages in gnome-applets-locations are for the most part airport
names, which usually (roughly) amounts to city names.

The ISO domains in the Translation Project are as follows (from my
interpretation):

	iso_3166	names of countries
iso_3166_1	full official names of countries(?)
iso_3166_2	names of regions in countries
iso_3166_3	full official names of countries(?)
	iso_4217	names of currencies
	iso_639 names of languages

So these domains will probably not be that useful for translating the
city names.
However, there are some country names in gnome-applets-locations aswell,
so perhaps you'll be lucky. :)

The best trick for getting a more complete gnome-applets-locations
translation is to reuse your Evolution translation though, if you've
translated Evolution in the past. The messages in
gnome-applets-locations almost all match messages that used to be in
Evolution.

So you could probably try:

	msgmerge -C evolution.HEAD.bg.po \
	         gnome-applets-locations.HEAD.bg.po gnome-applets-locations.HEAD.pot > bg.po

and see if it helps.
You can try with the ISO domains aswell:

	msgmerge -C iso_3166-0.19.bg.po -C iso_3166_1-0.19.bg.po -C iso_3166_2-0.19.bg.po \
	         -C iso_3166_3-0.19.bg.po -C evolution.HEAD.bg.po
	         gnome-applets-locations.HEAD.bg.po gnome-applets-locations.HEAD.pot > bg.po
