I would like to propose that when a stable tarball is released, a 
separate small tarball with the po files is also made available for FTP 
(or even better, web access). This makes the files easily available for 
translators without them having to get into to many technical details 
and without having to install the whole source. The technical details on 
what to do with them later can be left to computer scientists...
