I don't think there is a way to tell which files are UTF-8 encoded or ISO-8859-* automaticly, you just download it and view it with a better editor that a web browser. (We will not add per file information so the apache knows the correct encoding, it's too much work with a small gain and in the future we will have .po.gz files instead of .po so it's a waste of time).
